DOST-NCR Facilitates Adoption of RDLead Program in Pasig University 

The DOST-NCR has facilitated the adoption of the Research and Development Leadership (RDLead) Program by the Pamantasan ng Lungsod ng Pasig through the signing of a Memorandum of Agreement between the DOST-National Research Council of the Philippines (NRCP) and the Pasig LGU last January 22, 2025, at the People’s Reception Hall, Bridgetown, City of Pasig.   

The MOA signing was led by DOST-NRCP Executive Director, Dr. Bernardo N. Sepeda and Pasig City Mayor Victor Ma Regis “Vico” Sotto. Also present at the event were RDLeader from De La Salle University, Dr. Jayne Louis G. San Juan, Pamantasan ng Lungsod ng Pasig (PLP) President, Dr. Glicerio M. Maningas, Chief Science Research Specialist of the Research Development and Management Division of DOST-NRCP, Ms. Beverlyn Mae N. Dela Cruz, and Ms. Angenette Almine from the DOST-NCR PAMAMARISAN CASTO.   

The RDLead Program is designed to enhance the research capabilities of academic institutions, research and development institutions (RDIs), and government agencies nationwide. RDLeaders—local science and technology experts with strong leadership and innovative policy skills—are selected to provide guidance, training, and strategic support for these institutions’ R&D goals. The NRCP oversees the application, screening, and engagement process for RDLeaders, ensuring that their expertise matches the specific needs of partner organizations.   

DOST-NCR facilitated the initiative by linking the PLP with the RDLead Program focal persons. This involved conducting consultative meetings and identifying opportunities for collaboration. Under the program, an RDLeader will assist PLP in developing the research capabilities of its faculty, researchers, and staff, while also providing policy recommendations and creating internal protocols to strengthen its research framework.   

This collaboration reflects the broader commitment of DOST-NCR, DOST-NCRP and the Pasig City Government to advancing education, fostering innovation, and building research capacity in the local community. By supporting initiatives like RDLead, DOST and its partners aim to redefine traditional research practices and promote sustainable development through quality science education and innovative decision-making.
