Science and Technology Breaking Barriers for Metro Manila’s Persons Deprived of Liberty  

Hidden behind the imposing walls of state and local government-run penitentiaries, hope still springs eternal for Metro Manila’s Persons Deprived of Liberty (PDLs), thanks to the liberating and transformative possibilities offered by Science, Technology, and Innovation (STI).  

    
In line with its campaign Science Beyond Borders and its commitment to inclusive development and capacity building through science, the Department of Science and Technology – National Capital Region (DOST-NCR), through the agency’s collaboration with the Bureau of Jail Management and Penology (BJMP), continues to empower persons deprived of liberty (PDLs) with science-based livelihood skills. One such initiative was the Bread and Pastry Seminar and Workshop conducted on March 28, 2025, at the Caloocan City Jail. The training aimed to equip PDLs with essential technical skills and knowledge to support their rehabilitation and eventual reintegration into society.  

The activity was made possible in cooperation with JO2 Kyla Michell P. Alfanta and the Development Unit Personnel led by SJO1 Annielyn P. Miano. The seminar successfully trained a total of 40 PDLs who participated actively in hands-on baking sessions and lectures on food safety and entrepreneurship. They were joined by seven (7) Development Officers and three (3) Food Safety Management Officers, ensuring comprehensive guidance throughout the activity.   

Anchored on the DOST’s Pillar Promotion on Human Well-being, these initiatives empower Persons Deprived of Liberty by equipping them with skills and opportunities—affirming that every individual, regardless of circumstance, deserves a chance to rebuild and thrive.  

JSUPT Ellen B. Barrios, DSC, City Jail Warden of Caloocan City Jail, said in her remarks “Your commitment to shaping lives through science and skill development brings hope to many, and builds stronger bridges toward second chances.” Expressing her heartfelt gratitude to DOST-NCR and its partners, noting how these initiatives restore dignity and open real opportunities for transformation  
  
This endeavor is an example of how science and innovation can lead to inclusive empowerment, restorative development, and meaningful system-wide change.
