DOST-NCR Extends Support to Ease Border and Port Restrictions through the Unified Logistics Pass

The DOST-National Capital Region joined the successful launch of the Unified Logistics Pass (ULP) organized by the Anti-Red Tape Authority on 12 January 2022 via Zoom.

The ULP is poised to streamline the issuance of Certificate of Public Convenience (CPC) and validation process of vehicles through a unified QR code which will facilitate easier border and port-entry restrictions for both private stakeholders and public authorities.

The DOST-NCR allocated PhP 2.3 M from its Regional Grants-In-Aid to develop, deploy, and operationalize the ULP system in partnership with the DevConnect Philippines, Inc.

The pilot implementation of the ULP will start on 18 January 2022 to be led by the Land Transportation Franchising and Regulatory Board (LTFRB). Areas covered by the pilot implementation are Metro Manila (Port of Manila, Manila Harbor Center, Manila North Harbour Container Port Inc., Manila International Container Terminal); Region III (Clark Development Corporation, Subic Bay Metropolitan Authority); Region IV-A (Cavite Export Processing Zone, Batangas International Port); and Region V (Port of Mantog).

The DOST-NCR is set to donate mobile phones and power banks to the LTFRB for use in the pilot implementation of the ULP.

Other national government agencies and cooperating institutions from the private sector also attended the said launch.
