Bridging the Knowledge Gap: DOST-NCR, Marikina SK Open New Digital Learning Hub in Barangay Fortune

In another significant step towards democratizing access to education among barangay residents in the region, the DOST-NCR PAMAMARISAN Clustered Area Science and Technology Office (CASTO), partnered with the Sangguniang Kabataan (SK) of Barangay Fortune, Marikina to launch the Bulwagan ng Pasulong at Pag-asa Learning Hub at the Q Civic Center, Champaca 1, Barangay Fortune, Marikina City last March 26, 2025.
This state-of-the-art facility is now home to the Science and Technology Academic and Research-Based Openly Operated Kiosk Stations (STARBOOKS), a digital library developed by the DOST- Science and Technology Institute (DOST-STII), which contains thousands of science, technology and other educational resources. This initiative seeks to provide students and researchers with a comprehensive knowledge base that can be accessed offline.
To maximize the benefits of this technology, DOST-NCR personnel also conducted an orientation session on how to use the STARBOOKS. Fifteen SK members participated in the training, gaining hands-on experience in navigating and utilizing the STARBOOKS system. This training ensures that local youth leaders can guide their community members in making full use of the available learning materials.
Through STARBOOKS, DOST-NCR continues to spearhead educational advancements by bridging the digital divide and bringing science, technology, and innovation within reach of everyone.
Aside from the STARBOOKS kiosk, the Learning Hub also has K-12 educational materials in various formats, including text, video, and audio. The system features a user-friendly interface, ensuring ease of access for learners of all ages.
This initiative is just one of the many efforts by DOST-NCR to promote human resource development and knowledge accessibility in the region.
