Dir. Jose B. Patalinjug III proves that determination and perseverance are the essential ingredients that build effective leaders.

 

He entered the Department of Science and Technology (DOST) in April 1990 as a Utility Worker I and it was his keen desire to thrive in his career that proved his mettle. Through the years, he rose from the ranks and was promoted into various administrative and managerial positions.

 

Upon the establishment of the DOST-National Capital Region (DOST-NCR), he was designated Cluster Manager for PAMAMAZON (Pasay, Manila, Makati, Quezon City) by then Regional Director, Dr. Teresita C. Fortuna. Thereafter, he was appointed as a Project Development Officer IV in 2015.

 

In recognition of his exemplary leadership skills and work ethics, he was appointed as DOST-NCR’s Chief Administrative Officer and Assistant Regional Director for Finance and Administrative Services.

 

On top of his official duties and responsibilities, he was appointed to various special designations that further honed his managerial skills. He led several committees and technical working groups which included heading DOST-NCR’s Personnel Selection Board, Committee on Hazard Allowance, Performance Management Team, and Program on Awards and Incentives for Service Excellence Committee.

 

Meanwhile, among the programs and projects he directly managed was the deployment of Early Warning System in Disaster-Prone Areas (DEWS). He was also directly involved in the supervision and implementation of the evaluation and monitoring of DOST-NCR’s assisted projects, programs and activities. These include his supervision of DOST’s National Science and Technology Week Outcome 2 exhibit. Mr. Patalinjug likewise headed “Iba na ang Panahon”, conducted at the Philippine International Convention Center, which was attended by more than 1000 disaster risk reduction and management practitioners in the NCR.

 

In 2016, Mr. Patalinjug initiated innovative systems and procedures which seek to make DOST-NCR more competent. He instigated the introduction of Pre-MOA Conference for SETUP beneficiaries and led the upgrading of the Finance and Administrative Services of the agency. This was done through the application and provision of Information Management System which included the development of a vehicle request monitoring system, stock management system, and file tracking system.

 

With all his previous work experiences, he is acknowledged by his long-time mentor, Dr. Teresita C. Fortuna, as a reliable team player. Dr. Fortuna attests that Mr. Patalinjug is an indefatigable worker with vast knowledge and expertise in financial management, human resource management, and strategic planning. She added that his well-honed skills in project management and decision-making make him a highly reliable leader who is capable of bringing DOST-NCR to greater heights.

 

Dir. Patalinjug earned his Bachelor of Science in Business Management degree from the University of the East Manila in 1989. He then entered Ateneo de Manila University in 2012 to pursue his Master in Public Management degree. At present, Dir. Patalinjug is pursuing his Doctorate degree in Technology Management at the Technological University of the Philippines, Manila.
