The Department of Science and Technology – National Capital Region (DOST-NCR) is in need of competent staff to occupy the following permanent position:

 

CHIEF ADMINISTRATIVE OFFICER

Finance and Administrative Services

Salary Grade 24

 

Pursuant to CSC Resolution No. 1501478 promulgated on 11 December 2015, the following are the Qualification Standards for appointment to Executive / Managerial positions in the Second Level:

 

 

QUALIFICATION STANDARD

Education

Master’s degree holder or Certificate in Leadership and Managerial from CSC

Experience

5 Years Supervisory / Management Experience

Training

*120 hours of Supervisory / Management learning and development intervention undertaken within the last 5 years

Eligibility

Career Service Professional / Second Level Eligibility / RA 1080

 

*ratio of management to technical training for positions with duties involving the practice of profession on which belonging to the same occupational group where practice of profession is required or those considered highly technical / specialized provided for in CSC MC No. 14 s. 2014.

 

Duties and responsibilities

a)     Plans, organizes, supervises and conducts the various activities and functions of the division relating to support services to operations such as but not limited to

·        Personnel hiring, selection and placement

·        Personnel learning and development

·        Budget, accounting and cashiering operations and control

·        Supply, Property and Equipment Procurement and Management

·        Records Management

·        Transportation, Housekeeping and Other Utility Services

b)     Provide policy guidelines on human resource management, records management, procurement, supply and  property management, transportation services, infrastructure  and housekeeping services

c)     Ensure compliance to mandatory submissions to Civil Service Commission, Commission on Audit, Department of Budget and Management and DOST Central Office.

d)     Certify authenticity of documents

e)     Conduct administrative investigations and recommend appropriate disciplinary actions

f)       Perform other duties that may be assigned
