Mr. Jose B. Patalinjug III proves that determination and perseverance are the essential ingredients that build effective leaders upon his appointment as the full-fledged Regional Director of the Department of Science and Technology- National Capital Region (DOST-NCR).


He took his oath of office on March 7, 2017 before DOST Secretary Fortunato T. dela Pena.



Rising through the ranks


Mr. Patalinjug entered the Department of Science and Technology (DOST) in April 1990 as a Utility Worker I and it was his keen desire to thrive in his career that proved his mettle. Through the years, he rose from the ranks and was promoted to various administrative and managerial positions.


However, the highlight of his service in DOST was being part of the original personnel that built DOST-NCR. Mr. Patalinjug was among the five staff who worked with then Regional Director, Dr. Teresita C. Fortuna, in establishing the agency in 2005. Upon its establishment, he was designated Cluster Manager for PAMAMARISAN (Pasig, Mandaluyong, Marikina, San Juan) and thereafter, was appointed as a Project Development Officer IV in 2014.


In recognition of his exemplary leadership skills and work ethics, he was appointed as DOST-NCR’s Chief Administrative Officer and Assistant Regional Director for Finance and Administrative Services.


On top of his official duties and responsibilities, he was appointed to various special designations that further honed his managerial skills. He led several committees and technical working groups which included heading DOST-NCR’s Personnel Selection Board, Committee on Hazard Allowance, Performance Management Team, and Program on Awards and Incentives for Service Excellence Committee.


Meanwhile, among the programs and projects he directly managed was the deployment of Early Warning System in Disaster-Prone Areas (DEWS). He was also directly involved in the supervision and implementation of the evaluation and monitoring of DOST-NCR’s assisted projects, programs and activities. These include his supervision of DOST’s National Science and Technology Week Outcome 2 exhibit. Mr. Patalinjug likewise headed “Iba na ang Panahon”, conducted at the Philippine International Convention Center, which was attended by more than 1000 disaster risk reduction and management practitioners in the NCR.


In 2016, Mr. Patalinjug initiated innovative systems and procedures which seek to make DOST-NCR more competent. He instigated the introduction of Pre-MOA Conference for SETUP beneficiaries and led the upgrading of the Finance and Administrative Services Division of the agency. This was done through the application and provision of Information Management System which included the development of a vehicle request monitoring system, stock management system, and file tracking system.


New appointment as Regional Director




With all his previous work experiences, Mr. Patalinjug is acknowledged by his long-time mentor, Dr. Teresita C. Fortuna, as a reliable team player who is highly capable of bringing DOST-NCR to higher grounds. As such, Dr. Fortuna believes that the agency is in good hands with the appointment of Mr. Patalinjug as DOST-NCR’s new leader.


Upon his appointment, Dir. Patalinjug reminded the people behind DOST-NCR to always uphold the integrity of public service by continuously delivering high quality assistance and ensuring the proper use of government funds.


“Para sa bayan—lagi nating tatandaan na lahat ng mga ginagawa natin ay dapat makakatulong sa mas marami pa nating mga kababayan”.


He added that he is ready to take on the new challenge of heading DOST-NCR and with the support from his personnel, attests that the agency will be unwavering in its commitment to improve the lives of more Filipinos in the region through Science and Technology. 


Dir. Patalinjug earned his Bachelor of Science in Business Management degree from the University of the East Manila in 1989. He then entered Ateneo de Manila University in 2012 to pursue his Master in Public Management degree. At present, Dir. Patalinjug is pursuing his Doctorate degree in Technology Management at the Technological University of the Philippines, Manila.
